Job Description

Job Purpose

The purpose of the project Quantity Surveyor role is to provide commercial, contractual and financial management service on project values ranging from AED 1-10M and ensure profit objectives and targets are met.  The role ensures that project value and cost is managed to maximize profitability and to achieve company objectives.

Operational Responsibility

1. Procure subcontractor/supplier packages in a timely manner within the target budget cost, in accordance with the contract drawings and specifications.
2. Prepare a procurement tracking schedule and closely monitor it during the procurement stage.
3. Prepare and submit payment applications to the consultant/client in a timely manner.
4. Follow up on payment certifications to ensure that they are received, and tax invoices are raised to ensure timely payment, all in accordance with the agreed payment terms.
5. Administer variations to the project via the change management process to maintain forecast final account values for the projects.
6. Control and monitor subcontractor/supplier variations, payment certification, back charges, etc., to maintain an accurate financial status of their accounts.
7. Produce and maintain cost-to-date and forecast final costs to accurately report the project cost status as per reporting requirements.
8. Produce monthly Cost Value Reconciliation (CVR) reports as required to accurately report the project's financial position.
9. Prepare interim/detailed particulars for delay administration when required.

People Responsibility

  1.  Lead the team responsibly providing effective line management to direct reports
  2.  Set objectives for direct reports and evaluate performance in line with the performance management framework, and actively manage key personnel issues
  3.  Ensure that all staff acquire the required skills and knowledge through appropriate learning and development initiatives.

Additional:

  1.  This role does not have a reporting team.
  2.  Undertake any other activities that may be assigned by the line manager from time to time to meet ongoing business requirements.

Person Specifications

Person Specifications (Essential)

1. Bachelor’s Degree in Engineering, Quantity Surveying, Construction Management, or a related field.
2. 5 years of experience in a similar role.
3. Demonstrated influence and negotiation skills.
4. Strong communication skills, both written and oral.
5. Demonstrated analytical ability and numerical skills.
6. Demonstrated attention to detail and quality.
7. Demonstrated interpersonal ability.
8. Strong planning and organizational skills.
9. Demonstrated ability to read engineering drawings.
10. Working knowledge and skills in Microsoft Office - Word, Excel, and PowerPoint.

Note:

In the absence of formal qualifications, a trade/construction background will be considered with a minimum of 6-8 years’ experience depending on the level of the role and quality of experience.

Person Specification (Desirable)

1. Working knowledge of Forms of Contract (e.g., FIDIC).
2. Working knowledge of CAD, Microsoft Project, Primavera, and Aconex.
3. Working knowledge of ERP systems.
