Job Description

Job Purpose
The purpose of the Preconstruction Lead role is to manage the full bid and preconstruction lifecycle from EOI and PQQ through RFP, post-tender presentations/PTCs, and where awarded, through contract award and structured handover to the construction team. The role provides continuity of knowledge and control by coordinating all bid activities, documentation, and programme milestones to support on-time, high-quality submissions and a smooth transition into delivery. The role also manages the document controller and coordinates with the Senior Graphic Designer to align workloads and deliverables across the submission process. 

Strategic Responsibilities
1. Drive continuous improvement in preconstruction performance by setting bid governance standards, content strategy, and best-practice frameworks that strengthen bid quality, reduce submission risk, and improve win effectiveness.
2. Support stronger win outcomes by shaping bid strategy inputs, risk/opportunity positioning, evaluator-focused responses, and presentation readiness, while maintaining continuity of knowledge from tender stage through to construct

Operational Responsibilities
1. Lead the bid and tender lifecycle from initial client engagement through to contract award to deliver a controlled, efficient, and high-quality process.
2. Interpret RFP/ITT documents and set the bid plan by defining deliverables, owners, timelines, and submission strategy.
3. Direct cross-functional inputs (commercial, design, operations) to align content, messaging, and technical responses to tender requirements.
4. Establish and monitor evaluation criteria, compliance requirements, and submission milestones to maintain bid readiness and prioritise effort.
5. Chair tender kick-off meetings and governance checkpoints to confirm scope, responsibilities, decision points, and escalation pathways.
6. Assess and document bid risks, opportunities, and key assumptions and embed them into the submission narrative and commercial strategy.
7. Lead the RFI process by consolidating internal queries, managing consultant/client engagement, tracking responses, and driving closure.
8. Oversee site visits and scans by coordinating requirements, access, attendance, and outputs to support accurate estimating and solution design.
9. Control tender information flow by maintaining version discipline, timely distribution, and clear records of issued/received documentation.
10. Oversee technical submission compilation, including required schedules, forms, and stamping/authority requirements, to deliver submission-ready packages.
11. Lead post-tender interviews/presentations by directing content development, rehearsals, and coaching support to strengthen win probability.
12. Lead pre-award progression through to contract award and deliver structured handover notes transferring scope, assumptions, risks, commitments, and next steps to construction.
13. Develop and maintain a bid content library/database (PQQ, tenders, presentations, approved responses) to improve efficiency, consistency, and reuse across submissions.

Person Specifications

Essential (must have to perform the role)
1. Bachelor’s degree in Construction Management, Quantity Surveying, or a related discipline.
2. 8–10 years’ experience in preconstruction, bid management, estimating coordination, or tender leadership within a fit-out / design & build environment.
3. Strong working knowledge of end-to-end tender processes from EOI/PQQ through RFP/ITT, and post-tender presentations/PTCs.
4. Strong working knowledge of bid governance, compliance tracking, evaluation criteria interpretation, and structured submission planning.
5. Demonstrated capability in compiling and packaging technical submissions, including schedules, forms, and tender compliance requirements.
6. Demonstrated capability in leading post-tender interviews/presentations.
7. Strong communication skills

10. Demonstrated strong planning and organisational skills .

Desirable (advantageous)
1.  Membership or certification in a relevant professional body (e.g., RICS, CIOB, PMI or equivalent).
2. Experience managing bids for complex fit-out, live/occupied environments, or fast-track design & build programmes.
3. Working knowledge of common tender/document platforms and workflows (e.g., Aconex, Procore, SharePoint, or similar).
4. Experience of the fit-out industry in the UAE.
